Managing MSW

Efforts of Government of Andhra Pradesh:

Under the Swachh Andhra Corporation under the Ministry of Municipal Administration & Urban Development, The State of Andhra Pradesh is divided into 10 Clusters (110 Municipalities, 13 Municipal Corporations and 17 Municipal Councils) to handle 6378 tonnes garbage per day with estimated power generation 63 MW awarded to four developers (Jindal, Essel, Envicare & Nexnova). Already out of the 10 projects, six projects are under execution and two projects by Jindal may get commissioned by December this year.

Model of Execution is through Design, Built, Finance, Own, Operate & Transfer (DBFOT) basis on a Public & Private Partnership (PPP model).

Earlier Studies carried out by the Government of India:

1. Ministry of Urban Development carried out study of salvage of Municipal Waste through German International Cooperation in May 2014. For Incineration, smaller plants are not techno-economically viable, given the cost of required environmental control equipment’s & boiler technology.

Integrated System (Composting & RDF) is proven and widely used world over but not suitable under Indian Conditions where waste has very low-calorific value. It can be used selectively after raising calorific value of segregated waste.

2. 16th Lok Sabha, Standing Committee on Energy (2015- 2016), August 2016, chaired by Dr Kirit Somaiya with Experts from various fields carried out their studies regarding Salvage of Municipal Solid Waste and concluded that Jindal Okhla Plant operations could be replicated throughout the country.

For India, mass incineration is the best option for the salvage of MSW where generation is above 350 TPD. To make the WtE plants commercially viable, the support of the Government is most vital.

The terms of Support:
1. Hassel Free Clearances within short period after signing the agreement
2. Supply of assured MSW quantities without fail
3. A good tariff (Above `8.00)
4. Approved Power Purchase Agreement
5. Immediate land allotment
6. Water supply near to plant premises
7. Exemption from taxes 8. Incentives
