Come rains and the monsoon preparedness of various city Municipal Corporations/ Municipalities is put to test. The challenges have been greater this year as most of the civic bodies had gone into cleanliness mode as early as March to see that there would be no overflowing drains. Yet, the first downpour of the season paralysed many parts of the country. While Ludhiana is grappling with shortage of sanitary workers, in Varanasi, according to reports, there is lack of coordination between engineering department and health department. In Dehradun, the sweeping machines are not put to use. In many places, the drainage systems are obsolete while some towns are still waiting for the right sewage cleaning equipment. Year after year, the rains expose the frailty of the country’s sewer system. The solution best lies in keeping the cleaning programmes on throughout the year, while replacing older pipes with newer ones to meet the demand.
This issue of Clean India Journal looks at the housekeeping needs during the rains. Apart from being responsible for keeping the facilities clean and dry, the housekeeping/FM team is also expected to handle emergencies and any accidents at workplace. CIJ’s survey shows that “monsoon awareness” is much more pronounced this year and most of the service providers are taking extra care to protect property and people from damage and sickness respectively.
And, are we able to decipher the Budget? Though there are not much visible benefits, the incentives being offered to infrastructure and the huge budget allocation to 2010 Commonwealth games could lead to added demand for mechanised cleaning and outsourced maintenance. |
